National Leaders

Each government shall designate an National Leader who will lead the PYs of his/her contingent and sits as a member of the COC. The Cabinet Office suggests that the NLs would preferably be:

  • In their thirties or forties;
  • Having participated in SSEAYP as PYs.

The Cabinet Office, however, respects the final decision of the respective governments in the selection and designation of NLs.

Duties and Responsibilities of NLs
The National Leaders (NLs) shall carry out the following duties and responsibilities positively. NLs shall:

  1. Observe the rules and regulations, behave in a disciplined manner, and serve as a role
    model for PYs;
  2. Convene the Cruise Operating Committee (COC), and discuss and decide the fundamental matters governing onboard activities based on the Guidelines for the Ship
    for Southeast Asian and Japanese Youth Program, etc.;
  3. Ensure that the PYs of his/her contingent are familiar with the matters indicated in the
    Guideline or decided upon by the COC, and responsibly give guidance to the PYs to
    follow the program schedules conscientiously;
  4. Conduct contingent meetings and ensure smooth communication within their respective
    contingents and make sure to share information and notices that are announced by the
    Administration;
  5. Provide advice and guidance to the Group Leaders Meeting, the Discussion Program
    Steering Committee or the Sub-Committees assigned to them as advisors whenever
    necessary;
  6. Observe how PYs are participating in the Discussion Program and the contents of their
    discussions; and participate in the Post-Program Sessions of their contingents for the
    necessary advice and guidance;
  7. Prepare and deliver a speech at official programs such as the Flag Hoisting Ceremony;
  8. Take a lead in guiding the PYs to follow the programs designed by the concerned
    governments or the local reception committees and to cooperate with the Administration
    for the smooth and safe operation during the country programs;
  9. Take a lead in their respective contingents and the Solidarity Groups in charge during
    the country programs;
  10. Be reachable to the PYs of own contingent by cell phone and be available for emergency
    matters at any time during the homestay program;
  11. Help the PYs of own contingent maintain their physical and mental health and provide
    support whenever necessary, so that they can participate in all activities without any
    problem;
  12. Attend the Reunion Party Onboard at each country;
  13. Report to their respective governments on the evaluation and suggestions of country
    programs that are raised in COC in order to be reflected in the better implementation and operation of the next Program;
  14. Attend the following meetings;
    a. Briefing in COC, The briefing in COC is a meeting where the concerned government and the reception committee embark the ship in order to confirm country programs with the NLs when the ship arrives at the port.
    b. Other meetings which the Administration may request NLs to attend.
  15. Provide necessary guidance and advice to prevent various harassment, and strictly refrain from misleading behaviors through the Program
  16. Follow the instructions of the Administration regarding the operation and planning of
    the Program for smooth and safe operation of the Program.
